Five specialist domestic abuse agencies awarded Dyfed Powys IDVA Contract.

Dyfed-Powys Police and Crime Commissioner, along with the four Local Authorities within the Dyfed-Powys region, (Carmarthenshire County Council, Ceredigion County Council, Pembrokeshire County Council and Powys County Council), recently retendered for the Independent Domestic Violence Advisory (IDVA) Services. The service is commissioned via funding from the Police and Crime Commissioner for Dyfed Powys and the Mid and West Wales Regional Violence Against Women, Domestic Abuse and Sexual Violence (VAWDASV) Grant. The Regional VAWDASV Partnership is made up of the four Local Authorities, the Police and Crime Commissioner, Dyfed Powys Police, Hwyl Dda University Health Board, Powys Teaching Health Board, the National Probation Service as well as the commissioned specialist providers across the region.

Five specialist domestic abuse agencies, Calan DVS, Carm DAS, Montgomeryshire Family Crisis Centre, Threshold DAS and West Wales Domestic Abuse Service have collaborated to form the Dal I Godi partnership.

The specialist domestic abuse agencies that make up Dal I Godi have 148 years collective experience of delivering domestic abuse services. Dal I Godi’s focus will be on the early intervention, prevention, protection, and support of individuals and families experiencing domestic abuse, using a service model that has been designed to ensure an efficient, safe, person-centred, needs-led and holistic experience for each service user.

The main purpose of the IDVA service is to address the safety of victims at high-risk of harm from intimate partners, ex-partners or family members, to secure their safety and the safety of their children. In providing a service to adult victims, every care will be taken to ensure appropriate advice and referral is provided to safeguard any dependent children. Serving as a victim’s primary point of contact, IDVAs will work with their service users from the point of crisis to assess the level of risk, discuss the range of suitable options and develop individual safety and support plans. The service will be independent, inclusive, confidential and flexible to meet all individual circumstances ensuring a trauma informed approach.

Dal I Godi will also be working closely in partnership with the Commissioner to help shape the future direction of addressing Violence Against Women, Domestic Abuse and Sexual Violence in Dyfed-Powys.

As the lead organisation for this contract, Calan DVS will work closely with our specialist partners who each have a deep understanding of the impact of and need for responsive services for high-risk victims of domestic abuse. As we move forward with the project, the partnerships priority will be to ensure the service is accessible, needs-led and trauma-informed therefore further ensuring the services meet the needs of those who access them.”

Police and Crime Commissioner Dafydd Llywelyn said “I’m pleased to announce that we are investing in the new Dal I Godi regional collaborative IDVA service. The needs of victims is at the heart of my work as Police and Crime Commissioner, and this partnership will deliver vital services to those experiencing high risk domestic abuse, many of whom are particularly vulnerable. The service will ensure that victims and their families receive the required support to help them recover and lead to a future without abuse. The investment also allows us to work in partnership towards the delivery of my Police and Crime Plan priorities, specifically ensuring that victims are recognised and supported.”

Dyfarnwyd Contract IDVA Dyfed Powys i bum asiantaeth cam-drin ddomestig arbenigol.

Yn ddiweddar, fe wnaeth Comisiynydd Heddlu a Throseddu Dyfed-Powys, ynghyd â’r pedwar Awdurdod Lleol yn rhanbarth Dyfed-Powys, (Cyngor Sir Caerfyrddin, Cyngor Sir Ceredigion, Cyngor Sir Benfro a Chyngor Sir Powys), ail-dendro ar gyfer y Gwasanaethau Cynghori Annibynnol ar Drais Domestig (IDVA). Comisiynir y gwasanaeth trwy gyllid gan Gomisiynydd yr Heddlu a Throseddu Dyfed Powys a Grant Rhanbarthol Trais yn Erbyn Menywod, Cam-drin Domestig a Thrais Rhywiol Canolbarth a Gorllewin Cymru (VAWDASV). Mae’r Bartneriaeth VAWDASV Ranbarthol yn cynnwys y pedwar Awdurdod Lleol, y Comisiynydd Heddlu a Throseddu, Heddlu Dyfed Powys, Bwrdd Iechyd Prifysgol Hwyl Dda, Bwrdd Iechyd Addysgu Powys, y Gwasanaeth Prawf Cenedlaethol yn ogystal â’r darparwyr arbenigol a gomisiynir ar draws y rhanbarth.

Mae pum asiantaeth cam-drin domestig arbenigol, sef Calan DVS, Carms DAS, Canolfan Argyfwng Teuluol Sir Drefaldwyn, Threshold DAS a Gwasanaeth Cam-drin Domestig Gorllewin Cymru wedi cydweithio i ffurfio partneriaeth Dal I Godi.

Mae gan yr asiantaethau cam-drin domestig arbenigol sy'n rhan o Dal I Godi 148 mlynedd o brofiad ar y cyd o ddarparu gwasanaethau cam-drin domestig. Bydd ffocws Dal I Godi ar ymyrraeth gynnar, atal, amddiffyn a chefnogi unigolion a theuluoedd sy’n profi cam-drin domestig, gan ddefnyddio model gwasanaeth sydd wedi’i gynllunio i sicrhau profiad cyfannol, effeithlon, diogel, person-ganolog, wedi’i arwain gan anghenion ar gyfer pob defnyddiwr gwasanaeth.

Prif ddiben y gwasanaeth IDVA yw mynd i’r afael â diogelwch dioddefwyr sy’n wynebu risg uchel o niwed gan bartneriaid agos, cynbartneriaid neu aelodau o’r teulu, er mwyn sicrhau eu diogelwch a diogelwch eu plant. Wrth ddarparu gwasanaeth i ddioddefwyr sy'n oedolion, bydd pob gofal yn cael ei gymryd i sicrhau y darperir cyngor ac atgyfeiriad priodol i ddiogelu unrhyw blant dibynnol. Gan wasanaethu fel prif bwynt cyswllt dioddefwr, bydd IDVAs yn gweithio gyda’u defnyddwyr gwasanaeth o’r pwynt argyfwng i asesu lefel y risg, trafod yr ystod o opsiynau addas a datblygu cynlluniau diogelwch a chefnogaeth unigol. Bydd y gwasanaeth yn annibynnol, yn gynhwysol, yn gyfrinachol ac yn hyblyg i fodloni holl amgylchiadau unigol gan sicrhau dull gweithredu sy'n seiliedig ar drawma.

Bydd Dal I Godi hefyd yn gweithio’n agos mewn partneriaeth â’r Comisiynydd i helpu i lunio cyfeiriad y dyfodol ar gyfer mynd i’r afael â Thrais yn Erbyn Menywod, Cam-drin Domestig a Thrais Rhywiol yn Nyfed-powys.

Dywedodd Michelle Whelan, Prif Weithredwr Calan: “Mae Calan DVS a’n partneriaid o fewn consortiwm Dal I Godi yn falch iawn o fod wedi llwyddo i ennill contract IDVA sy’n cwmpasu ardal Canolbarth a Gorllewin Cymru. Fel y sefydliad arweiniol ar gyfer y contract hwn, bydd Calan DVS yn gweithio’n agos gyda’n partneriaid arbenigol sydd oll â dealltwriaeth ddofn o effaith a’r angen am wasanaethau ymatebol ar gyfer dioddefwyr risg uchel cam-drin domestig. Wrth i ni symud ymlaen gyda’r prosiect, blaenoriaeth y bartneriaeth fydd sicrhau bod y gwasanaeth yn hygyrch, yn cael ei arwain gan anghenion ac yn cael ei lywio gan drawma ac felly’n sicrhau ymhellach bod y gwasanaethau’n diwallu anghenion y rhai sy’n eu defnyddio.”

Dywedodd Comisiynydd yr Heddlu a Throseddu Dafydd Llywelyn “Rwy’n falch o gyhoeddi ein bod yn buddsoddi yn y gwasanaeth IDVA cydweithredol rhanbarthol newydd Dal I Godi. Mae anghenion dioddefwyr wrth galon fy ngwaith fel Comisiynydd Heddlu a Throseddu, a bydd y bartneriaeth hon yn darparu gwasanaethau hanfodol i’r rhai sy’n profi cam-drin domestig risg uchel, y mae llawer ohonynt yn arbennig o agored i niwed. Bydd y gwasanaeth yn sicrhau bod dioddefwyr a’u teuluoedd yn cael y cymorth angenrheidiol i’w helpu i wella ac arwain at ddyfodol heb gamdriniaeth. Mae’r buddsoddiad hefyd yn caniatáu i ni weithio mewn partneriaeth tuag at gyflawni blaenoriaethau fy Nghynllun Heddlu a Throseddu, gan sicrhau’n benodol bod dioddefwyr yn cael eu cydnabod a’u cefnogi.”

Fel partneriaeth, byddwn yn cynnal cyfres o ddigwyddiadau lansio, a bydd rhagor o wybodaeth yn cael ei rhannu drwy gydol mis Mawrth.
